For spot treatment ;put some drops of neem on a cotton ball and dab on affected area and let it soak for up to 20 mins then wash it off with warm water. Repeat daily till you achieve desired results.

On a larger area, dilute at a ratio of 1:1 with carrier oils such as jojoba, rosehip, grapeseed and coconut oil before applying on skin.
